Jane Hornstein

Background

Jane Blumenfeld Hornstein works to promote the concept of employer-assisted housing to employers located within the City of Chicago. She works extensively with the staff of the Mayor’s Office and the City of Chicago’s Dept. of Community Development to find ways employers can support the housing market, not only through down-payment assistance, but also through advocacy and other investments.

Jane has an extensive record of working with affordable housing and mixed-income housing financing structures.  Jane has worked directly with Fannie Mae, the Chicago Housing Authority (CHA), and National Equity Fund to structure the financing for various affordable and mixed-income housing developments.  While at Fannie Mae, Jane put together a $15 million fund to finance tax increment financing districts created through the CHA's Plan for Transformation. She also was instrumental in securing some of the original HOPE VI grants, which funded the first few phases in the Plan for Transformation.

Jane was the first national fund manager for National Equity Fund (NEF), a nonprofit low-income housing tax credit syndicator founded by the Local Initiative Support Corporation. In this position, Jane established the underwriting criteria for how NEF would purchase low-income housing developments, and also helped with the pricing structure.

Jane is a member of the Chicago Association of Realtors and is a licensed real estate broker in Illinois. In addition, she teaches Introduction to Real Estate Finance at DePaul University. She lives with her two children and husband in Wilmette, Ill.
